Finish Line's gift cards page (linked above) carries the balance form. Enter the gift card number from the back of the card and the PIN if your card has one, and the current balance is shown. There is no account to create and no fee.

Two other ways

Phone: call 1-888-345-7940 for a balance enquiry. In store: a sales associate can look the card up on the in-store system, which is the route when a card is physically worn or the PIN panel is unreadable.
